Data Management and Program Evaluation Assistant

The Green & Healthy Homes Data Management and Program Evaluation Assistant will assist GHHI’s Data Management and Program Evaluation team with a variety of activities, including but not limited to the following:

 

·      Obtain data on completed Baltimore GHHI units to enter into centralized Efforts to Outcomes (ETO) data system. Such data will include household medical costs, energy consumption, unit interventions and costs. The Assistant will obtain data from a number of sources which includes administrative data sets, case files, or private entities such as medical offices, private insurance providers, managed care organizations and utility providers.

·      Assist in primary collection of post-intervention follow-up health and energy surveys.

·      Manage data obtained by environmental assessment and surveys by following quality assurance and quality control practices and protocols.

·       Monitor the entry of data into ETO and assist program staff as needed.

·      Train, manage and lead the Data Intern (part-time employee), SOURCE Service Scholar, and other interns (nursing, medical and public health students) to ensure that data collection procedures, HIPAA and IRB compliance is maintained when conducting health surveys and home visits.

·      Develop data collection tools, survey instruments and consent forms as needed.

·      Organize and integrate existing data files for importing into ETO and third-party utility data system.

·      Clean datasets for the purpose of synthesis and analysis of GHHI data for partner and funder reports.

·      Prepare written summaries and/ or presentations of data findings for the Executive Director, Data and Evaluation Manager, and Senior Project Officers.

·      Work with local and national staff to prepare GHHI client case studies, reports, graphs, tables and supporting documents as needed.

·      Perform comprehensive research on health, energy and housing to support proposals and applications for grants.

·      Assist in the writing of proposals for federal, state and philanthropic grants.

·      Oversee and convene monthly GHHI Learning Network’s Data and Evaluation Working group discussions.

·      Provide technical assistance to GHHI Baltimore Learning Network partners to expedite the data collection process.

Healthy Homes Program Manager

This is a full time position with the Coalition to End Childhood Lead Poisoning.  The Program Manager will be responsible for the effective and efficient functioning of the Coalition’s Healthy Homes Demonstration Grant Program.  The goal of the Program is to create Healthy Homes for children by reducing home-based environmental health hazards and triggers in the home associated with asthma, lead, mold, indoor allergens, structural defects, and safety hazards that may cause injury.  The Safe at Home Program is also an integrated component of the Coalition’s innovative Green & Healthy Homes Initiative™.  The Healthy Homes Program Manager is responsible for the following duties among others:

 

  • Manage HUD funded Healthy Homes Demonstration Grant Program and related programs;
  • Supervise and motivate Program staff;
  • Assure quality Healthy Homes interventions, environmental assessments, resident educations, and direct service delivery in targeted communities;
  • Coordinate lead hazard reduction, energy efficiency, and weatherization interventions with the Coalition’s Green & Healthy Homes Hazard Reduction Team as part of the Coalition’s comprehensive Green & Healthy Homes Initiative (GHHI) approach;
  • Assist senior management in the development and implementation of broad Healthy Homes policy initiatives, GHHI, and strategic planning;
  • Coordinate Program referrals from health care providers and other community partners;
  • Manage community health nurse interns assigned to the Program;
  • Assure timely completion of health surveys by Program partners and nurse interns;
  • Ensure consistent implementation of Healthy Homes Program protocols;
  • Ensure strict adherence by program staff to safe work practices and worker safety rules in accordance with all HUD, EPA, OSHA, MDE, MOSH, and Baltimore City laws, regulations, and guidelines as well as Coalition Policies;
  • Provide oversight of Healthy Homes Demonstration Grant Program subgrantees;
  • Report data in compliance with standards and regulations;
  • Prepare quarterly reporting to HUD and other grantor reporting as required;
  • Maintain responsibility for internal weekly project reporting;
  • Coordinate regular follow-up reporting to client referror agencies;
  • Update Healthy Homes program intervention protocols and training modules on lead, asthma, and other home-based environmental health issues through regular review of current best practices for Healthy Homes;
  • Represent the Coalition and present Healthy Homes trainings to program partners, health and housing professionals, property owners, parents, and community residents;
  • Build community and stakeholder partnerships to promote prevention education and link Coalition Services to target audiences, providers and stakeholders;
  • Assist in modification or creation of new program materials where applicable;
  • Assist in the development and implementation of effective Program Evaluation;
  • Monitor the program’s achievement toward meeting quarterly program benchmarks;
  • Identify program barriers and make recommendations towards overcoming barriers;
  • Conduct weekly and other team meetings as appropriate;
  • Assist with grant writing for Healthy Homes initiatives as needed;
  • Other duties as assigned related to organizational mission and programs.

Environmental Health Educator

This is a full time position with the Coalition to End Childhood Lead Poisoning.  Specifics about employment rights and responsibilities can be found in the Employee Handbook.  The Environmental Health Educator is a member of the Coalition’s Green & Healthy Homes Initiative and is responsible for the following duties among others:

 

  • Conduct approximately 25 home visits per month to educate clients on methods to reduce indoor allergen triggers, improve indoor air quality, and prevent household injury and lead poisoning;
  • Assist in the preparation of individual Client Intervention Recommendations and Reports;
  • Coordinate and assist in the management of community health nurse interns;
  • Assist with coordinating health surveys by program partners;
  • Report data in ETO Client Database in compliance with standards and protocols and assist Program Manager in quarterly reporting to HUD;
  • Maintain responsibility for internal weekly project reporting;
  • Monitor the program’s achievement toward meeting quarterly program benchmarks;
  • Identify program barriers and make recommendations towards overcoming barriers;
  • Participate in weekly and other team meetings as appropriate.

 

GENERAL OUTREACH AND EDUCATION

  • Update Healthy Homes curriculum and training modules on lead, asthma, and other home-based environmental health issues for targeted audiences through regular review of current Healthy Homes research and best practices;
  • Conduct Healthy Homes trainings to health and housing professionals, property owners, parents, and community residents;
  • Serve as primary staff for Healthy Homes outreach and education activities such as community forums, summits and other health-related events;
  • Build community and stakeholder partnerships to promote prevention education and link Coalition Services to target audiences, providers and stakeholders;
  • Provide outreach to at-risk communities through representation at meetings, health fairs, and other events that reach at-risk audiences and stakeholders;
  • Support broad policy efforts and initiatives of the Coalition;
  • Other duties as assigned related to organizational mission and programs.
